Walters' planned apartment complex to be built on Bethany Church land shows an incredible 65% impervious cover, or 650,000 square feet. The maximum proportion of impervious cover allowed under Save Our Springs is 15 percent.
This amount (65%) is authorized in the special ordinance Bethany Church succeeded in pushing through the Austin City Council by threatening a lawsuit. The ordinance also provides a number of exemptions and variances from land use, water quality and environmental protection codes.
